Venus, Mercury, and the Waning Moon

Yesterday, early morning risers around planet Earth were treated to a waning Moon low in the east as the sky grew bright before dawn. From the Island of Ortigia, Syracuse, Sicily, Italy this simple snapshot found the slender sunlit crescent just before sunrise. Never wandering far from the Sun in Earth's sky, inner planets Venus and Mercury shared the calm seaside view. Also in the frame, right of the line-up of Luna and planets, is bright star Spica, alpha star of the constellation Virgo and one of the 20 brightest stars in Earth's night. Tomorrow the Moon will be New. The dark lunar disk means mostly dark nights for planet Earth in the coming week and a good chance to watch the annual Leonid Meteor Shower. via NASA https://ift.tt/3lvjLyb

Project Excalibur was an American Cold War–era research program to develop nuclear-device-powered, space-based X-ray lasers as a ballistic missile defense. X-ray lasers were conceived in the 1970s by George Chapline Jr. (pictured with George Maenchen) and further developed by Peter L. Hagelstein, both working at Lawrence Livermore National Laboratory under Edward Teller. After a promising test, Teller discussed the proposal in 1981 with US president Ronald Reagan, who in 1983 incorporated it in his Strategic Defense Initiative. Further underground nuclear tests suggested progress was being made. Reagan refused to abandon the technology at the 1986 Reykjavík Summit arms-control talks, even after a critical test demonstrated it was not working as expected. Disease outbreak news from the WHO: Rift Valley Fever – Mauritania

The Ministry of Health (MoH) notified WHO that between 13 September and 1 October 2020, eight cases of Rift Valley Fever (RVF) including seven deaths were confirmed in animal breeders. Districts affected include Tidjikja and Moudjéria (Tagant region), Guerou (Assaba region) and Chinguetty (Adrar region). Laboratory confirmation of RVF infection was performed using a reverse transcription polymerase chain reaction (RT-PCR) at the National Institute for Public Health Research (INRSP) in Nouakchott. The age of infected patients varied between 16 and 70 years old and included one woman and seven men. All seven deaths occurred among hospitalised patients with fever and haemorrhagic syndrome (petechia, gingivorrhagia) and vomiting. Between 4 September to 7 November 2020, a total of 214 people were sampled and their samples have been sent to the INRSP for laboratory testing with a total of 75 testing positive for RVF (RT-PCR and serology by enzyme-linked immunosorbent assay (ELISA). The Tarantula Nebula, also known as 30 Doradus, is more than a thousand light-years in diameter, a giant star forming region within nearby satellite galaxy the Large Magellanic Cloud. About 180 thousand light-years away, it's the largest, most violent star forming region known in the whole Local Group of galaxies. The cosmic arachnid sprawls across the top of this spectacular view, composed with narrowband filter data centered on emission from ionized hydrogen and oxygen atoms. Within the Tarantula (NGC 2070), intense radiation, stellar winds and supernova shocks from the central young cluster of massive stars, cataloged as R136, energize the nebular glow and shape the spidery filaments. Around the Tarantula are other star forming regions with young star clusters, filaments, and blown-out bubble-shaped clouds. The Wikipedia article of the day for November 13, 2020 is Edward Thomas Daniell . Edward Thomas Daniell was an English artist known for etchings and Middle Eastern landscape paintings. Taught by John Crome and Joseph Stannard, he is associated with the Norwich School of painters, who were mainly inspired by the Norfolk countryside. After graduating in classics at Balliol College, Oxford, in 1828, he was ordained as a curate in 1832 and appointed to a curacy in London in 1834. He became a patron of the arts, and a friend of the artist John Linnell. In 1840, after resigning his curacy and leaving for the Middle East, he encountered the archaeological expedition of Charles Fellows in Lycia, and joined as their illustrator. He contracted malaria and died from a second attack of the disease. WASHINGTON, DC – The U.S. Department of Labor today announced a final rule establishing registration requirements for pooled plan providers. The rule implements the registration requirements for pooled plan providers pursuant to the Setting Every Community Up for Retirement Enhancement Act of 2019 (SECURE Act). The SECURE Act amended the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to establish a new type of multiple employer plan (MEP) called a “pooled employer plan.”  Pooled employer plans must be administered by a “pooled plan provider.” “Pooled employer plans will give employers, especially small unrelated employers, a way of offering their employees a workplace retirement savings option with reduced burdens and costs,” said Acting Assistant Secretary of Labor for the Employee Benefits Security Administration Jeanne Klinefelter Wilson. “This final rule lays the groundwork for a sensible registration process so that providers can ge...

In the week ending November 7, the advance figure for seasonally adjusted initial claims was 709,000, a decrease of 48,000 from the previous week's revised level. The previous week's level was revised up by 6,000 from 751,000 to 757,000. The 4-week moving average was 755,250, a decrease of 33,250 from the previous week's revised average. PALM BAY, FL – After an investigation by the U.S. Department of Labor’s Wage and Hour Division (WHD), Cornelius Electrical Contractors Inc. – based in Palm Bay, Florida – will pay $19,642 in back wages to 13 employees after violating overtime requirements of the Fair Labor Standards Act (FLSA). WHD investigators determined that the electrical contractor failed to record and pay as work time the hours employees spent driving between work sites. That unpaid travel time resulted in overtime violations when workweeks exceeded 40 hours. Cornelius Electrical further violated FLSA overtime requirements when it failed to include incentive pay in the calculation of workers’ overtime rates, instead basing their time and one-half rates only on their hourly base rates. This exclusion resulted in the employer paying for overtime hours at rates lower than those required by law. NEW YORK, NY – The U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) has entered into an Early Resolution Conciliation Agreement with JP Morgan Chase & Co., resolving allegations that the financial institution engaged in systemic compensation discrimination against female employees in certain professional positions, and establishes enhanced future compliance commitments. The parties have submitted a proposed consent decree that is subject to approval by the Administrative Law Judge. An OFCCP compliance review in 2012 found that JP Morgan Chase paid at least 93 females employed within its Investment Bank, Technology & Market Strategies unit, less than comparable men employed in the same positions. CUSSETA, AL – On Nov. 9, 2020, ALJoon LLC – operating as Ajin USA of Cusseta – was sentenced after entering a plea of guilty to a charge of willful violation of an OSHA standard.  The company will pay a $500,000 fine and $1,000,000 in restitution to the estate of a temporary machine operator who suffered fatal crushing injuries in June 2016 at the auto parts manufacturer’s Cusseta, Alabama, facility. DOJ instituted a criminal prosecution after an investigation by the Department of Labor’s Occupational Safety and Health Administration (OSHA), cited the company for 23 violations, including 19 egregious willful violations for failing to use energy control procedures to prevent machinery from starting up during maintenance, and for exposing employees to caught-in, struck-by and crushing hazards.  The enforcement action is currently pending before the Occupational Safety and Health Review Commission. FRANKLIN, TN – After an investigation by the U.S. Department of Labor’s Wage and Hour Division (WHD), Garcia’s Mexican Restaurant – based in Franklin, Tennessee – has paid $179,878 in back wages to 40 employees to resolve minimum wage violations of the Fair Labor Standards Act (FLSA). WHD investigators found Garcia’s Mexican Restaurant violated the FLSA when the employer required servers to pay $7 to $10 per shift into a tip pool that the restaurant retained to pay the hourly rates of non-tipped workers. The FLSA does not allow employers to keep servers’ tips. WHD also found that the employer retained the credit card tips hosts earned on carryout and to-go orders, resulting in additional FLSA minimum wage violations. Comet ATLAS and Orion s Belt

With its closest approach to planet Earth scheduled for November 14, this Comet ATLAS (C/2020 M3) was discovered just this summer, another comet found by the NASA funded Asteroid Terrestrial-impact Last Alert System. It won't get as bright as Comet NEOWISE but it can still be spotted using binoculars, as it currently sweeps through the familiar constellation of Orion. This telephoto field from November 8, blends exposures registered on the comet with exposures registered on Orion's stars. It creates an effectively deep skyview that shows colors and details you can't quite see though, even in binoculars. The comet's telltale greenish coma is toward the upper left, above Orion's three belt stars lined-up across the frame below center. You'll also probably spot the Orion Nebula, and famous Horsehead Nebula in the stunning field of view. Of course one of Orion's belt stars is nearly 2,000 light-years away. The St. Croix macaw (Ara autocthones) is an extinct species of macaw whose remains have been found on the Caribbean islands of St. Croix and Puerto Rico. It was a medium-sized macaw of unknown coloration, slightly larger than the extinct Cuban macaw. It was described in 1937 based on a tibiotarsus leg bone (pictured) unearthed from a kitchen midden at a pre-Columbian site on St. Croix. A second specimen consisting of various bones from a similar site on Puerto Rico was described in 2008, and a coracoid from Montserrat may belong to this or another extinct species of macaw. The St. Croix macaw is one of 13 extinct macaw species that have been proposed to have lived on the Caribbean islands. Colors of the Moon

What color is the Moon? It depends on the night. Outside of the Earth's atmosphere, the dark Moon, which shines by reflected sunlight, appears a magnificently brown-tinged gray. Viewed from inside the Earth's atmosphere, though, the moon can appear quite different. The featured image highlights a collection of apparent colors of the full moon documented by one astrophotographer over 10 years from different locations across Italy. A red or yellow colored moon usually indicates a moon seen near the horizon. There, some of the blue light has been scattered away by a long path through the Earth's atmosphere, sometimes laden with fine dust. A blue-colored moon is more rare and can indicate a moon seen through an atmosphere carrying larger dust particles. What created the purple moon is unclear -- it may be a combination of several effects. The Wikipedia article of the day for November 11, 2020 is Fabian Ware . Sir Fabian Ware (1869–1949) was a British journalist and the founder of the Imperial War Graves Commission (IWGC), now the Commonwealth War Graves Commission. He travelled to the Transvaal Colony where he became Director of Education in 1903. Two years later he became editor of The Morning Post. He expanded the paper but was forced to retire in 1911. When the First World War started, Ware was appointed commander of a mobile ambulance unit and began marking and recording the graves of those killed. In 1916 the Department of Graves Registration and Enquiries was created with Ware at its head. On 21 May 1917 the IWGC was founded; Ware served as its vice-chairman. He ended the war as a major-general, having been mentioned in despatches twice. Post-war, Ware was heavily involved in the IWGC's function. U.S. Department of Labor Recovers $541,026 for Employees of Miami-Area Aviation Engine Repair Companies Following Missed Payrolls

MIAMI, FL – After investigations by the U.S. Department of Labor’s Wage and Hour Division (WHD), two Miami, Florida-area aviation engine repair and service companies have paid $541,026 in wages to 134 employees after the investigations found minimum wage and overtime violations of the Fair Labor Standards Act (FLSA). The WHD investigations found Turbine Engine Center Inc., located in Medley, Florida, and Miami NDT Engine Services LLC, located in Doral, Florida, violated the FLSA when they both missed payroll, resulting in minimum wage and overtime violations. About 25 light-years across, the telescopic field of view spans only a small part of the much larger Heart and Soul nebulae. At an estimated distance of 6,500 light-years the star-forming complex lies within the Perseus spiral arm of our Milky Way Galaxy, seen in planet Earth's skies toward the constellation Cassiopeia. On the third night of returning to same peaks, though, the sky not only cleared up but lit up with a spectacular auroral display. Arms went high in the air, patience and experience paid off, and the creative featured image was captured as a composite from three separate exposures. The setting is a summit of the Austnesfjorden fjord close to the town of Svolvear on the Lofoten islands in northern Norway. The time was early 2014. Why is Phobos so dark? Phobos, the largest and innermost of two Martian moons, is the darkest moon in the entire Solar System. Its unusual orbit and color indicate that it may be a captured asteroid composed of a mixture of ice and dark rock. The featured picture of Phobos near the limb of Mars was captured in 2010 by the robot spacecraft Mars Express currently orbiting Mars. Phobos is a heavily cratered and barren moon, with its largest crater located on the far side. From images like this, Phobos has been determined to be covered by perhaps a meter of loose dust. Phobos orbits so close to Mars that from some places it would appear to rise and set twice a day, but from other places it would not be visible at all. The king brown snake (Pseudechis australis) is a species of highly venomous snake of the family Elapidae, native to northern, western, and Central Australia. Despite its common name, it is a member of the genus Pseudechis (black snakes) and only distantly related to true brown snakes. First described by the English zoologist John Edward Gray in 1842, it is a robust snake up to 3.3 m (11 ft) long. It is variable in appearance, with individuals from northern Australia having tan upperparts, while those from southern Australia are dark brown to blackish. The dorsal scales are two-toned, sometimes giving the snake a patterned appearance. Its underside is cream or white, often with orange splotches. The snake is considered to be a least-concern species. Its venomous bites often produce extensive pain and swelling, and deaths have been recorded, most recently in 1969.
